Geographically, this municipality is spread between 27 degrees 33 minutes north and 27 degrees 39 minutes north latitude and 83 degrees 25 minutes east and 83 degrees 33 minutes east longitude, and is located at an altitude of 160 to 175 meters above sea level. The total area of Tilottama Municipality is 124.8 square kilometers, and the region experiences a tropical climate. Total population of the municipality is 147657 according to 2021s census report.
This municipality is rich in social, cultural, natural and biological diversity. Tilottama is home to 58 castes including Brahmins, Kshetri, Tharu, Magar, Bishwakarma, Gurung, Yadav, while many languages like Nepali, Tharu, Magar, Vadhi, Bhojpuri and Maithali are the mother tongues of the people living in this area. Although this municipality has different castes, religions, cultures and costumes, it has established itself as an exemplary model of unity in diversity due to the common respect and mutual tolerance among the diversity.
Green-Clean Tilottama campaign has been launched to increase awareness among the residents about waste management and sanitation, to establish the involvement of local civil society, private sector and urban society in waste management, to promote the greenery of the municipality and to enhance the city sanitation campaign with the interest and involvement of the community. Due to increasing urbanization in Tilottama Municipality, the generation of waste is increasing rapidly in both urban and rural areas.
In this campaign, adequate information is provided regarding all the activities from waste collection to management, and to classify waste appropriately and effectively, and cleaning campaigns have been conducted regularly on the 1st and 15th of every month according to a cyclical system by mobilizing all the user committee. This campaign, which began on 24 July2017, will continue with the participation of all the city residents. The campaign conducted week-long programs on the occasion of its 100th series on 15 March 2023. The presence of the city residents in this gathering has indicated that this great work will continue for coming days.

The communication strategy of the practice consisted of use of different mass communication channels like social media, newsletter, radio and television programme. Apart form use of formal communication, the municipality started group discussion, rally demonstration by school children, public awareness campaign to sensitize the green clean Tilottama. Focused group discussions were organized specially with the marginalized community to communicate the campaign's goal and its impact on marginalized community. The programmes helped promote the concept of Green Clean Tilottama's, its impact and assured their involvement. Different banners were demonstrated, browser, leaflets were disseminated with key information.
The production of organic fertilizer is the most important innovation of this campaign. The collaborative work between Municipality, User Committee and Janasahavagita wash Swasthya Cooperative(Public involvement wash health cooperative) help manage waste disposal for long terms. This collaborative work not only help city clean rather work to protect environment and save ecological system, improve health of citizens, improve agricultural product of the municipality.

The monitoring and Evaluation Committee, chaired by Deputy Mayor of Municipality, is evaluating the campaign. The committee evaluates the challenges and problems raised during campaign, collect feedback from public and provide necessary suggestion to the municipality. Municipality takes those feedback as input for planning process and makes further policies and plan.
Moreover,
municipality organizes public hearing, social audit
to ensure the public participation in evaluation process and to hear public voice. These events are open for all the citizens. Comments and suggestions from citizens are recorded during public hearing. The issues raised during the public hearing are discussed in municipal meeting and necessary action plans are formulated and the policy is revised or formulated.
Through the practice, municipality has achieved the following impact and results:
Green Clean Tilottama campaign celebrated its 100th series on 15 March 2023. This event was one of the crucial movement for municipality. The programme was organized with the participation of local people, municipality, government and non government sector and other stakeholders. The event was marked by human chain through Sidhartha Highway, intensive cleaning campaign, school level programmes, interaction programme with local people and other stake holders, tree plantation etc. The 100 series of campaign led the municipality to declare some important steps. Municipality declared to implement environmental friendly local governance, to ban tobacco product, to continue concept of my pocket: my first dustbin for school children and others. 100th series of campaign succeed to mainstreaming and localizing issues related to environmental protection, conversion of biodiversity, climate change adaptation and disaster management in the local planning process.
Bureaucratic - government driven to co-production of services by service users, user committees, municipality and third sector(cooperative) is a major methodological shift during the course of action. Which is the major step for the durability and sustainability of the campaign. The paradigm shift from government controlled to co-management of service is another major change that brought by the need to extend the campaign. The practice is continue due to the municipality's policy to incorporate the citizen's voice in the design and delivery of the services.
