We agree that violence against women is an offense against human dignity and a manifestation of historically unequal power relations between women and men. Within the framework and supported by the National Law that guarantees the comprehensive protection of women to prevent, punish and eradicate violence against women, emphasizing the integral process of detection, assistance and prevention of it, a team composed of two representatives of the Executive Department, two women councilors who integrate the Honorable Deliberative Council, and representatives of social organizations that are related to the gender issue.
Improve the quality of public decisions through mechanisms of participatory democracy
This policy was presented by members of the municipality of San Antonio de Areco. An ordinance was made to effectuate the creation of the "Municipal Council of Women," which was approved by the Honorable City Council and promulgated by the Mayor Francisco Durañona, becoming a decree in force as of the date of the date.
These proponents of the ordinance present the candidacy for the contest in question since they believe that the generation of public policies designed to promote and protect equality to opportunities, women's rights and full citizen participation must be a priority for the States and therefore, he should be given the place he deserves.
The functions of this council would be to provide an institutional space of containment and advice, formulate and evaluate programs and projects, generate permanent training spaces, promote the task of conscience call for equality, among others. It will also have a coordinating board that will be responsible for designing and promoting guidelines, advising areas of the Executive Department on the subject, encouraging public-private cooperation.
At the same time, it will have two areas of work, one of public awareness with the aim of preventing, through community centers and public schools, another one of Public Attention, with a free 24-hour telephone line service. / 7 all month, plus one or more interdisciplinary teams trained to provide adequate assistance to women.
It is an innovative proposal because it is a participatory practice, because it integrates different actors from the community, from politics, from the Executive and Legislative sectors, from the security forces, from neighbors, from health personnel, from education personnel to work on local gender issues in search of consensual solutions. In addition not only is made at the head of the party that is San Antonio de Areco but also in Duggan, Villa Lia, so it also gives the participation to the neighbors who were not taken into account. No previous practice included so many members with different opinions and visions to create and solve a problem that is so important and important socially speaking.
The Women's Council seems an innovative contribution to participatory democracy and could surely become a source of inspiration and transfer in the future.
It seems interesting the transversal dimension that has, permeating the municipal structure and very articulated to the social fabric, not only at the level of the municipal seat.
It would be worthwhile to present in more detail the experience in future editions of the OIDP, once an evaluation has been carried out [criterion 6] explaining better the functioning, the articulations and their successes [criterion 4], the levels of co-responsibility [criterion 5] ], as well as the benefits and impacts of the Council.
