Sant Cugat has fifteen participative councils, including neighborhood councils, thematic tables in different areas (Culture, Sports, Social Policy, Senior Citizens, Council for Youth, School Board), but until the creation of the Council of the City there was no space above mentioned tips that integrate the different areas of formal participation and allows discuss matters with an overview of the city.

Thus, the Council of the City becomes the highest consultative and participative authority of Sant Cugat, and is composed of representatives of the thematic and territorial councils, councilors of the different political groups, representatives of social organizations and associative professionals and persons of special relevance and citizens chosen at random.

Its main functions are to discuss policy general plans, channeling complaints and proposals, issue reports, initiate studies and make proposals on economic development, local, strategic planning of the city and large urban projects.

The first project that the Council of the City took over is to deliberate and make proposals about the “Social, Economic and Environmental Strategy for Sant Cugat”. This document includes 22 priority projects of the City as part of the strategic plan of the local government.

The aim is to promote collective deliberation an exchange of ideas between members of the Council of the City to provide inputs for improvement to the 22 projects of the strategic plan. The process was divided in two distinct phases: an initial online phase, during which council members can provide input regarding various projects, and on the other hand, a face to face step, which will promote a collective deliberation.
