In the 18th edition of the IOPD Award "Best Practice in Citizen Participation", 127 proposals have been submitted from the 47 following countries:

In this 18th edition of the IOPD Award, two groups of juries participated in its evaluation: one for the first phase of evaluation and selection of finalists, and another for the second phase to select the winner and the special mentions among the 40 finalists.
The first jury consisted of 22 people and was divided in groups per category. During May and June, this jury read and evaluated the applications received. Finally, they selected the 40 finalists who moved on to the second phase.
