The Distinction "Best Practice in Citizen Participation" is an award given annually by the International Observatory on Participatory Democracy (IOPD) to recognize public policies implemented by local governments.
At the 13th edition of the "Best Practices in Citizen Participation" Award, 28 proposals have been submitted through the IOPD Participate platform. The entries were received from the following countries: Mozambique, Colombia, France, Russia, Spain, Portugal, Brazil, Argentina and Costa Rica.
The proposals have been evaluated by an expert jury, having passed through a first stage of evaluation by all IOPD members via the PARTICIPATE OIDP platform. The purpose of this initial phase has been, on the one hand, to publicise all of the proposals and, on the other, to collect the opinions of members with regard to all relevant practices.
The International Jury decided to award the 13 th Award to the entry presented by the Department of Nariño (Colombia): “GANA Municipalities, Open Government of Nariño".

Metz (France): "The dream city:, green, sustainable and caring" by the Children of Metz Municipal Council.
Eurocity Cerveira-Tomiño (Portugal and Spain): "Advocates for cross-border citizens".
This recognition is not to the detriment of the other entries, among which there are notable cases that were judged highly, and we are pleased to invite you to read this document in order to discover more interesting practices in citizen participation.
The material that we are presenting here is a summary of each of the different entries submitted. The complete files of the entries will be published in the IOPD’s website experiences section.
We especially want to thank all the local governments that took the time and made the effort to present an entry, along with all the institutions that have helped us to share this initiative and the network’s collaborating members who, as the Jury, took part in judging all of the different experiences presented.
