The winning initiative is “Building Citizenship” which, through the creation of 284 Citizen Participation Boards, has mobilized nearly one million inhabitants to transform the provision of public services, restoring trust in institutions and promoting peace and solidarity.
And the winner of the 19th OIDP Award is…
With its initiative “Building Citizenship”, the Honorable Municipality of San Luis Potosí has been recognized with the 19th OIDP Award for the “Best Practice in Citizen Participation”. The trophy was presented by the president of the OIDP, Daniel Passerini, Mayor of Córdoba, to Enrique Francisco Galindo Ceballos, Municipal President of San Luis Potosí, during the Award Ceremony held on May 21, 2025, on the first day of the 24th OIDP Conference in the Argentinian city.
This initiative was highly praised by the OIDP Jury for transforming local governance through decentralization and representation of 100% of the population, constant dialogue between citizens and the government, as well as the empowerment of the local community as a driver of a fairer, more equitable, and inclusive administration.
“'Building Citizenship' is an exceptional model of participatory governance that has significantly strengthened the relationship between citizens and the local government in San Luis Potosí. With a clear vision, a solid methodology, innovative practices, and measurable results, it offers a replicable and transformative approach to local governance. Six Special Mentions of the 19th OIDP Award
This edition of the OIDP Award received 137 submissions from 108 local and regional governments from 37 countries. As Emilia Saiz, Secretary General of United Cities and Local Governments (UCLG), stated, this number highlights the renewing strength of our movement and its unwavering commitment to protecting and renewing democracy through the active participation of local communities.
