In the Participatory Budgeting are the neighbors who decide what improvements need their neighborhoods. Then, working in Neighborhood Councils convert those needs into formal projects.

For this, the following steps are fulfilled:

• Preliminary meetings: where the process is organized. Call, accountability and evaluation:

• Assemblies: are performed to relieve needs, receive proposals, choosing delegates and organizing neighborhood table’s formulation.

• Tables formulation: They are composed of neighborhood municipal technical delegates, officials and transform lists needs and problems in eligible projects (ballots).

• Presentation and elections: The list of eligible projects is presented to the neighbors and the choice is made.

• Statement agreements: Selected projects are published in elections and conduct agreement states.

• Making arrangements: are managed and carried out the projects chosen. Accompanying neighbors and delegates. The continuity of participatory budgeting is agreed.
