- To propose a petition you must be over 16 years old and live in Grenoble. You can also be an association headquartered in Grenoble.
- The subject of your petition must fall under municipal jurisdiction.
- In order for your petition to be presented to Grenoble City Council, at least 2,000 Grenoblois over 16 years old will have to sign it.
Step 1. Check the validity of the petition
Before even launching a petition, it must be verified that it is admissible, that is:
- The subject of the proposal is legal. It does not have a discriminatory or defamatory character in its formulation.
- The object of the proposal falls within the competence of the municipality.
- The formulation of the proposal makes it possible to turn it into a votable question at a later date (clear wording allowing each citizen to position himself for or against the proposal, the presence of a single idea in the proposal, possible financial figures).
To do this, fill out the online form or go to the reception desk of a House of Inhabitants to fill out a paper form.
City departments check with the citizen (s) the eligibility criteria of the petition and that a petition on the same subject has not already been submitted.
The City undertakes to give a response to the petitioner within one month.
Step 2. The petition is admissible, it is necessary to collect more than 2000 signatures of Grenoblois-e-s
If the petition has passed the first stage, the City sends a paper petition form to be used to collect the signatures of the Grenoblois-e-s. It is also downloadable on the City website. The promoters of the initiative then have 6 months to collect at least 2,000 signatures of Grenoblois-e-s.
Step 3. After 6 months, submit the petition to the City
Two possible scenarios:
- The threshold of 2000 signatures of Grenoble over 16 years is not reached within 6 months from the on-line petition on the site of the City: the petition is declared unposted and removed from Grenoble.com
- The threshold of 2,000 Grenoble signatories over the age of 16 is reached within 6 months: after a verification of the signatories by the City services, the Mayor will invite the porters to come to present their proposal at a municipal council.
Each project having reached the 2000 signatories will be the subject of a financial evaluation by the City in order to be positioned in a cost scale.
Step 4. The petition is debated in the municipal council
At the end of the debate, the Mayor may:
- accept the proposal for its implementation.
- or submit it to the opinion of the Grenoblois within the framework of a citizens' vote organized by the City at least once a year.
Citizen Voting
If the proposal is not accepted, it will then be submitted to the opinion of the Grenoblois-e-s in the context of a vote organized by the City of Grenoble.
How it works ?
Every year, the City of Grenoble organizes a citizens' vote for the Grenoblois-e-s to enable them to position themselves on the proposals put to the vote.
To vote, the Grenoblois-e-s are invited to visit one of the voting sites set up by the City. A precise communication on the places, the dates and the hours of opening of the places of voting will be made by the City.
The proposals submitted to the Grenoblois-e-s will also be the subject of a communication.
To vote you must be registered on the electoral lists (an identity document will be required) or
to justify :
- to be over 16 years old (ID)
- to reside in Grenoble (proof of residence of less than 12 months)
What consequences following the vote?
The Mayor of Grenoble undertakes to implement the proposals which count 20 000 votes in favor of the proposal and for which the favorable votes are majority on the unfavorable votes.
