Since 2016, Rennes has been experimenting with direct local democracy: residents propose projects they want for their city or neighborhood. The entire population votes for their favorite projects. Then, the City implements them and spends 3.5 million euros per year on them. The 5th edition of this award took place in 2021.

Objectives

The Participatory Budget aims to encourage the direct involvement of the people of Rennes in the life of the city.

Participants

A 5th edition that has strongly mobilized the people of Rennes, with 16 897 voters (including 291 paper ballots and 16 606 digital voters). In all, there were more than 50 000 votes counted for this edition (all voters having not used the 10 votes at their disposal).

Description

The stages of the 5th edition: from November 2, 2020 to April 18, 2021

Project submission: from November 2 to 30, 2020

  • Residents can submit their project on the website fabriquecitoyenne.rennes.fr, or to their neighborhood office.

  • Citizens, adults or not, French citizens or not, associations, shopkeepers, collectives... everyone can participate!

  • A project can concern the whole city or a district.

  • A project is integrated into the city's competencies: Green spaces, nature in the city, biodiversity; Transport and mobility; Energy management and production; Development of public spaces and urban furniture, enhancement of heritage; Citizenship, social or digital innovation; Health, solidarity; Education, youth; Culture, leisure, sport; Urban cleanliness, waste reduction.

  • A project respects the charter of local democracy.

Workshops: November 19, 2020 and February 6, 2021

Workshops will be organized with the City's services so that the project leaders can refine their project(s). If projects are submitted for the same location, it is proposed that the project owners "merge" their idea.

The City is reviewing projects: November 30, 2020 to January 30, 2021

The City is reviewing the feasibility and cost of the projects submitted.

Projects submitted to the vote of the people of Rennes: from Friday 2 to Sunday 18 April 2021

The people of Rennes vote for their favorite projects. You can find them all on the Fabrique citoyenne (Citizen's Factory website).

Implementation of winning projects: May 2021 onwards

The City implements the winning projects. Each year, a budget of 3.5 M€ is dedicated to residents' projects.
