Objectives

The Urban Development Concept Berlin 2030 is a planning programme aimed at specifying strategies and goals towards the future. It promotes the integration of urban society with institutional stakeholders for the development of Berlin. The issues and content were discussed at an early stage with the professional public as well as the general public in a participatory process ("Shaping the city together"). As a result, the concept creates strong identification possibilities for the long-term engagement and cooperation of the participants.

Participants

The participatory process was open to the citizens of Berlin (including children), associations, Senate representatives, local authorities and institutions from across the metropolitan region of Berlin-Brandenburg.

Description

The Urban Development Concept Berlin 2030 includes a status report (Berlin Today) and the strategies for Berlin 2030 (Berlin Tomorrow). The status report details the current situation of selected issues relating to urban development. Building on this, the Berlin Strategy 2030 report focus on the city's development goals, promising initiatives and specific areas for exemplary implementation. 

In the context of the Urban Development Concept Berlin 2030 programme, the participatory process "Shaping the city together" took place. The key element of this city-wide, public consultation process was the City Forum 2030, a discussion platform used by 2,500 Berliners to express their views at a local level. This Forum was accompanied by workshops for representatives from the economic and research sectors and civil society designed to feed professional expertise into the Urban Development Concept Berlin 2030.

Participation was encouraged throughout the process using a range of analogue and digital communications tools. Written messages in the form of Berlin telegrams sent to workstations, posted on advertising columns and distributed as emails and letters. Additionally, debates on Twitter and the City Development Plan's online platform were organised. 

The berlin.de/2030 website, with information and documentation on the process, recorder 75,000 visits/mo. The BerlinStrategy collected over 1,000 opinions and suggestions at the public and professional events organized around the City Forum 2030 and in the online dialogue. These contributions were evaluated, discussed and integrated in "A Strategy for Berlin" with intensive input from Senate Administrations, local authorities and the scientific advisory panel.

Young citizens were also given the opportunity to contribute their ideas and expectations to the process of shaping their city for the future. Coordinated by Kulturprojekte Berlin GmbH, and working under the guidance of artists, pupils at three Berlin schools worked on creative projects addressing issues central to the development of Berlin today and tomorrow.

The City Forum was complemented by workshops, in which the issues of Urban Development Concept Berlin 2030 were discussed with invited specialists. In the image below there is an outline of the participatory components of the Urban Development Concept Berlin 2030:
